Elected by the membership every two years, on the odd years. The President presides at General meetings and BoD (Board of Directors) meetings, aids in the affairs of the Association, and makes an annual report to the members. The President appoints regional vice presidents, all chairpersons, and a non-voting parliamentarian. The President is a member of the BoG (Board of Governors). The President may make up to 8 appointments to the BoD, including three regional vice presidents and appointed directors at large. The President may also fill vacancies to the Elected BoD and for any office other than President, with approval (simple majority) of the BoD. |

The Treasurer shall require full statements of project financial status, oversee all financial records of CGA, be responsible for the accuracy thereof, and assist the General Manager in maintaining a list of the location of CGA assets. |

The Parliamentarian serves as an advisor to the President and the BoD in reference to CGA policies, CGA bylaws, and on parliamentarian authority based on Roberts Rules of Order. |

The CGA Board of Directors (BoD) includes all Officers and Directors (elected & appointed). Membership on the BoD is voluntary and unpaid. However, BoD members shall have their CGA membership (individual or family) paid by CGA for as long as they are a BoD member. The BoD, by a majority vote, shall approve all Presidential appointees. |

They shall serve as a check and balance function for the organization, approve all policy changes, serve as the final step in conflict resolution, and shall act as the hearing body for appeals to disciplinary proceedings.

The Board of Directors, by a majority vote of the quorum, may make all rules necessary to carry out the Bylaws. The BoD, by a 2/3 vote, may add, amend or delete existing policy. Any CGA member may submit (in writing to State Office) a new policy or change to an existing policy for consideration by the BoD at least 30 days in advance of a meeting. CGA members will then have an opportunity to address the issue in front of the BoD. |

The BoG is a five member committee. Four members are elected by the BoD and district delegates. Each year one BoG member is elected to a four year term. The fifth BoG member is the incumbent President whose term expires with his Presidency. The Chairperson is elected by the BoG following the installation of a new Governor. The spokesperson for the BoG may not be the President.
The BoG is the Administrative arm of the organization, responsible for all CGA finances and the day to day operations. The BoG has full control and management responsibility of the organization. The BoG handles routine matters concerning the operational aspects of CGA. It is the BoG's responsibility to implement approved policies. They may hire an employee and/or contract services for the daily operation of the organization. They monitor CGA office operations to ensure policies are properly implemented. The BoG shall publish a summary of their activities and recommendations to the BoD within 30 days following each BoG meeting.

CGA members in good standing that are 12 years of age or older may vote at the Convention Rider meetings, the Annual General Meetings held at Convention, and for officer and director elections held at Convention. Absentee ballots for officer and director elections must be requested from State Office at least 45 days prior to an election, or the ballot may be picked up and submitted in person at Convention. |

Member requests for change will go to one of three subcommittees: Rules, Riders, or Bylaws. The Rules meeting is open to all CGA members, but only carded Judges may vote with the Rules Chairperson and the President presiding. The Riders meeting is open to all CGA members (12+ years of age may vote) with the President presiding. The Bylaws meeting is open to all CGA members with the President presiding. |

District delegate (and alternate) |
Each local district's President appoints a delegate to attend all Board of Director meetings. The appointment must be made in writing to CGA State Office at least 30 days prior to a meeting. The delegate will provide an update on their district at the Board of Director's meeting.
The delegate is not a Board member, but may vote on most Board issues. If the delegate is unable to attend, and an alternate delegate was designated, then the alternate delegate will fully assume the delegate role for that meeting. Otherwise, the alternate delegate will not having voting rights.

Items approved by subcommittees will go to the Annual General Meeting at Convention for a vote by all CGA members (12+ years of age), or the Board of Director's meeting for a BoD vote, whichever comes first. This will be the final vote prior to implementation of approved items. Minor modifications may be made for clarification, but the intent must not be changed. If the item is not approved by a subcommittee, it is not forwarded and the issue ends there. |

Hired by the BoG, and approved by the BoD, the CGA General Manager is the only paid position in the organization. The General Manager is responsible for implementing policies, and responsible for running the State Office. In most cases, member issues should be referred to the General Manager for resolution. Office hours are Monday through Friday, 8:00 am - 4:00 pm. |
